ABSTRACT

Hovercraft Rescue and Transport will transform the Rescue & Transport procedures for flooded events with more versatile and effective technology. HRT seeks to work with a financier to create a fleet of hovercrafts (some electric), along with a rescue strike team. Financiers will be rewarded with free "green media" coverage of their Brand Name ... for saving the masses. The hovercraft designs are currently in practical use by government agencies, tested, and reliable.

WHAT ?

1. A post storm and Hurricane first responder for rescue and emergency supply operations. West Coast Hovercraft Inc. proposes a team of people to operate, rescue, and Transport.

2. Rescuing stranded people, animals and valuable materials.

3. Transportation for flooded cities and rural environments.

4. Moving rescuers, first responders, medical personnel, and emergency supplies.

5. Transporting construction materials and assisting in removing storm debris

6. An opportunity to advertise a corporation or entity with logoed hovercrafts and uniforms. This will result in free TV network coverage on site worth hundreds of thousands. “Earned Media vs Paid Media”.

7. Be the industry leader and innovator for hovercrafts worldwide.


WHY ?

1. Floods are increasing in severity, frequency and longevity due to Climate Change.

2. Hovercrafts operate more effectively and cheaply than boats or helicopters, being able to rescue and retrieve in flooded, partially flooded, and in running current situations.


3. Hovercrafts are able to respond in light winds and strong water currents. Hovercraft will ...“be on the job”  as the storm passes, hours before other emergency services can respond.


4. Medical personnel, services, emergency supplies, and other services, can be quickly dispatched to areas of need.

WHERE ?


1. Everywhere Storms, Tsunamis, or Tidal Surge floods a metropolitan area and shuts down normal services and transportation.

2. Hovercraft crews will lay in wait just outside of the affected area and respond to crisis at the first available moment when winds drop below 20 MPH

3. To start, in all areas in the continental USA. Additional similar programs can be implemented in the USA and overseas.


WHEN ?

1. HRT will be poised to respond immediately after major storm events impacting the USA

2. HRT currently has 2 hovercrafts ready to fly Today. A 3 passenger, and 2-6 passenger craft. An additional 6-8 passenger craft needs approximately 100 hours of work to be seaworthy. An additional 4 passenger Electric hovercraft ls will be built in the first year as a prototype of craft to come.


3. A 30 foot aluminum hovercraft capable of carrying over a ton can be repaired for year # 2. It has previously flown, but needs roughly 150 hours of work to get flying again.


WHO ?

1. HRT is the successor to West Coast hovercraft Inc.(WCHi) which is an independent manufacturer and operations contractor who has sold numerous hovercrafts to government agencies, and contracted operations with the same. Charles Beyer has been making hovercrafts since he was 15 and started WCHi in 1995.  HRT proposes a team of people to operate, drive, rescue, and deliver supplies and personnel with existing and future hovercrafts.


2. West Coast Hovercraft Inc. (now HRT)  is an independent manufacturer and contractor dedicated to the use of hovercraft technology to save the “hard, to impossible to reach locations” of flooded cities and countryside.

HOW ?

1. WCHi seeks funding to complete existing gasoline hovercrafts, build additional craft, outfit the project with ancillaries, and round up a team. With proper funding, the program will be fully operational by the next storm season. First year expenses in 2023 will be approx $300 K for phase's 1 &2. Three years of operation will cost approximately 1.5 million dollars. Advertising opportunities will be worth well over 5 million in that time.

Plan Details

Necessity

In the event of a city wide flood such as Huston or New Orleans, thousands of people need rescue. In the latest Huston flood, 67,000 people were rescued with small boats, none of which were specifically designed for the task. It was what is known as a “Mosquito Fleet”.

 

Storm Rescue

The current disaster relief procedures for major coastal cities

are :  .. There are NO procedures.

Flood rescues are carried out a few days after the storm event

by volunteers with row boats, outboard motorboats, and in some

cases airboats. Helicopters are used only for extreme rescues

due to the high danger and high cost. This will be the first

organized rescue team for hurricane events, operating as the

first rapid response team. Without question, the first hovercraft

rescue team.

The Team

HRT proposes to use four (4) completely amphibious hovercrafts to rescue people, animals, and move in emergency supplies and personnel. Later .. critical materials (like legal papers and personal artifacts) can be rescued for a fee. Our 6 highly trained operators will

work around the clock to ensure that ALL people are saved from disaster. Nothing will stop them, day or night, until everyone is safe on dry land.

 

The Credentials

West Coast Hovercraft Inc. is one of only a few hovercraft manufacturers in the United States and has been in business since 1995. The company has built over 40 hovercrafts, mostly for various government agency use. The CEO, Charles Beyer, has over 5000 hours operating these machines, and is possibly the best pilot world wide. He trains other pilots on a regular basis. The other 5 team members will be highly trained in both operation and repair. All personnel will have life saving medical training and rescue training. Volunteers are welcome to assist us.

 

The Hovercrafts

The industrial model of these hovercrafts have been in service for 38 years with government agencies (EPA,DNR,F&W, Dept of Ag, Parks Dept, Dept of Ecology, and others (private parties)). These hovercrafts are not like the recreational craft with a bath of spray and noise, but safe, quiet, dry and stable. This design allows the hovercrafts to stop on a dime, spin in place, and maneuver effectively like no other hovercraft that has been made before. These hovercrafts can respond quickly at up to 30 MPH across dry land, partially submerged land, wholly submerged in water, fast water, 3 foot rapids and winds up to 20 knots. The amazing machines can and will maneuver close enough to load on people from a rock, rooftop or car top in a raging stream. The hovercrafts can get into small and tight places where other craft can not.

Capacity

Each hovercraft vehicle can collect and transport to safety a minimum of 5 people per hour (possibly more). Four hovercrafts working 24 hours non-stop, could rescue upwards of 480 people a day. If a major city is flooded, like Miami, Buliox, or Tampa, (a few obvious possibilities), tens of thousands of people may need emergency services simultaneously.

Communicate - Network

HRT [Hovercraft Rescue and Transport] will have an abundance of operations to do in any storm event, if not an overwhelming amount. HRT will be in close contact with local emergency services who will have the incoming calls from people in danger. Through dispatches from emergency services and GPS, HRT will respond to the most critical crises as well as rescuing in the hardest hit neighborhoods and where services are most needed. All rescues will be recorded on camera and noted in daily paperwork. Gratuities will be accepted, particularly for non human rescues, such as valuables and materials transport. No individual person, group of people, organization, or municipality will be charged for live rescues. All live rescue work will be philanthropic and attributed to the [SHELL] corporation.


The Location

Where the storm water is, of course. Storms are expected to make landfall in the SE United States starting in September. The team will be in the deep south at the start of the season ... “storm chasing”. Our operation is self contained, meaning that we have our own lodging and repair facilities with us. Weather channels will be monitored to determine what area to get close to and where to set up a base camp.

The hovercrafts and team will be deployed

from there to the most critical sites. It is

expected that the camp will be moved 3

to 4 times in the following 3 months as the

hurricanes batter the coast.

 

When

HRT will operate in the fall during the

months of September, October, and

November. The hovercrafts will be on the

scene in the first hour that the winds drop

below 20 MPH and continue rescue

operations until the most critical needs

have passed, and longer for clean-up operations as needed.

 

Duration

The HRT program is designed to last a minimum

of 3 years of operations. The first year has the

greatest capital expense, with the two following

years being reduced in price to mostly operating

expenses.

 

Inventory

West Coast Hovercraft Inc. currently has a 1200

pound payload, 165 HP 11x20 foot hovercraft …

and … a 7x14 foot, 25 HP ultra light, ultra athletic

rescue hovercraft with a payload of 600 pounds. More can be taken and gotten “on plane” if intermittent shallows are available. The small hovercraft can grab two people at a time, whereas the large one can be loaded with 5 people not including the pilot. The cycle time between pickups is very fast. In addition, HRT comes with a full complement of tools and repair materials, such as belts and skirt repair vinyl. Our team comes with all necessary tents, tarps and cookware to provide for the crew and volunteers.

TIMING AND FINANCE


Funding & Organization

WCHi (now HRT) has been building hovercrafts for 45 years, selling mostly to the government for coastal use. We have built around 50 ... from 3 passengers to 12. The plan here is to start with funding .. roundup supplies and personnel, comence repairs on two existing hovers and construction on two others partially built.

All hovercrafts, trucks, trailers, campers and ancillaries will be the property of the sponsor .. excepting C.Beyers initial truck and small aluminum hover.

Current National advertising costs are on the average $350,000 for 30 seconds. News coverage of hovercrafts in rescue operations will likely be on the order of 1.5 minutes for each flood disaster. This would be roughly ONE Million dollars worth of free advertising for the sponsor of the program .. per flood. More than one flood event is expected per year. This program will pay for itself in the first year.

 

MONEY

All capital purchases will be the property of the sponsor. This  includes the 10 trucks, the 2 living trailers, the 10 trailers and the 10 hovercrafts.  The salvage value of this is 75% for the trucks, living trailers and cargo trailers. This is approx  24 for 10

trucks, 10 for 2 travel trailers, and 4 for 10 cargo

trailers. This all adds up to $300,000 in recovered

cost.

 

Initial available funds for start up on day one is a

min of $100 K.  This is for materials, labor and new

construction. Additional funds and purchases will be

required before HRT leaves for storm zones.

TYPES and DIFFERENCES


You should be aware that hovercraft designs are very different. There is essentially three types which I will describe here, beginning with the least effective.

THREE TYPES OF HOVERCRAFT


The Skat style: These are a flat platform which is highly prone to "plow-in" , a crash where the hull contacts the water or land and causes an

abrupt halt. The skirts are "segmented"

which is a maintenance headache and

produces huge amounts of spray. Thrust

is from ducted fans rather than a thrust

propeller which consumes 2 to 3 times

the HP for the same effect as a real

propeller. The largest of these has been

made in the Philippines. It operates at over

a hundred decibels in a fog bank of spray.


The Universal Hovercraft style: These are also simple platforms with no seaworthiness. Typically they use two engines, one for lift and one for thrust. The

thruster is a wide blade type such as the Wright Brothers

used and hand carved out of wood. The forward lift fan

creates a moving fog bank in front of the craft and tends

to kill the lift engine with small bow waves in any condition

other than absolute flatness. The skirt is a bag type but

designed to only lift the craft a few inches. This greatly

causes plow-in with the smallest obstacle. Never-the-less,

these craft have been built for 20 or more people and

designers are drawing them up for 50 plus editions.

These machines are very cheap and many large craft are available which were built but were unable to perform.


The WCHi style (HRT):  These craft are essentially boats with a curving hull for the bow that eliminates plow-in. The skirts are 3/4 bag, 1/4

drape, and compartmentalized. The hover

height is roughly 1/7 the beam, starting around

a foot for the smallest and going to many feet

for the larger models. Due to low internal

pressures, almost no spray is generated and

none fore of mid craft. Noise is minimal due to

large rotating thrust propellers that keep the tip

speeds below the speed of sound. A single

rear mounted engine is used, simplifying

maintenance and the overall system. Please

discussion.

 

DIFFERENCES BETWEEN HRT HOVERCRAFTS

 AND OTHER HOVERCRAFTS ON THE MARKET

 

1) Very Low Noise: Typically 75 Db @ 50 feet @ full power vrs 95 Db plus for single fan models. At cruise speeds, a conversation can be held @ approx 65 Db without shouting or ear protection. Wildlife disruption is kept to a minimum.


2) Minimal Spray: HRT craft produce no spray over the bow or sides, keeping the crew dry and eliminating the need for rain gear,that is required for other Machines. The low spray also gives an extended life to electrical and mechanical components. Other hovercraft are said to "come with a full shower".

3) Safety: HRT hovercraft are designed with an anti-plow hull. This prevents the hull from digging in while at speed and ejecting the crew and cargo, a constant concern in other craft not designed with this feature.


4) Stopping Ability: The HRT hovercrafts are the first on the market with unique "dump ports" built into the shirt. Operated by foot pedals from inside the craft, the craft can stop head-on from full speed in 50 feet and quicker at lower speeds. This greatly aids in operation, as the craft does not helplessly slide into a ditch or obstacle, but can be stopped or slowed and maneuvered around the obstacle. Other manufacturer's products need to spin 180 degrees, forcing their thrust in the direction of their momentum, a great difficulty in strong wind conditions or close quarters..

5) Precise Maneuvering: The skirt "dump ports" are differentially used in conjunction with the rudders to give tight (pivot on center if required) and precise turning at low power. The hovercraft can be worked into any flat area a minimum of the craft width, and turned around in any flat area that is the length of the craft.

6) Skirt Maintenance: The bag skirt will not snag or scoop as is common with the "finger skirt" design found on other's products. Replacement of "fingers" is a constant maintenance procedure. If the High Wear rubber or Kevlar retro-fit option is selected, the HRT skirt is virtually indestructible, running over cutting surfaces such as oyster beds, broken glass, or sheet metal. High wear surfaces like concrete parking lots or wet sand have undetectable wear with no maintenance.


7) Low Horsepower: HRT hovercraft use lower powered 4 cycle engines for greater efficiency and reliability than 2 cycle motors. This is because of the efficient use of two air moving devices, a lift fan and a thrust propeller. Typical HP loading is 50 HP for 2000 lbs or 40 lbs/HP vrs 80 HP for 1600 lbs or 20 lbs/HP on other craft.

8) Low Ground Pressure: HRT craft typically have only a 10 lb/sq.ft footprint due to a larger cushion area. This reduces spray and HP requirement. Other products start at 16 lb/sq.ft and go up to 30 lb/sq.ft. The larger area of HRT platform give the craft greater stability on uneven terrain and rough waters.


9) Cabin Area: HRT hovercrafts have a large

open cabin area, free of molded seats or other

encumbrances. This allows for the loading of

many different cargos and the ability to

distribute weight for variable loads or

conditions.

10) Body English: NO body English (like a motorcycle leaning into a curve) is required to fly a HRT craft  due to their stable platform. All competitors' products require body English. The HRT hover can even be flown with ease if loaded lopsided.

11) Clearance:  The HRT crafts start at 10.5 inches of hard structure clearance as opposed to 6 inches for other products. This prevents accidental damage to the hull in rocky areas. Hull clearance for HRT hovers is on the order of 1/7 the beam.

12) Carburetion: Due to the low spray and the fuel injection system, no water is ingested into the carburetion system. This has been a major downfall of other products, particularly in salt water environments. Many competitors hovers have "nuked" in the first hour of operation due solely to this problem of salt water ingestion. .

13) Low Maintenance:  All HRT hovercrafts are built with standard off the shelf components that can be readily replaced from a Marine or auto parts supply store.

Design

A NEW DESIGN

It is proposed to build a new design that will be all electric.

These can be constructed in the off hurricane season. Some can be added to the rescue fleet, others sold at a profit.

The advantage of these new craft are that they are truly "green" if charged up from a renewable source. Other advantages are that they are designed for rescue operations, are made of the toughest, lightest carbon fiber material, have an aluminum skin hull, float in any condition, are very low noise, and made durable.

The hovercraft is a balancing beam. Where the weight on one side must equal the weight on the other. The forces and the distance from the center line are summed up for a balanced craft.

Two molded carbon fiber truss's will extend the length of the craft connected with bulkheads. The truss will also have a foot deck extending at right angles for rescue assist and skirt attachment.
